Objectives:: in order to guarantee the company's safety and, more in general, the industrial safety inside the terminal, it is advisable to adopt specific rules regulating the admission and the circulation of people and vehicles in the area under the Company's concession.
General principles
Both persons and vehicles without the necessary authorizations to enter the Port of Augusta granted by the competent Authority are forbidden to enter the terminal.
Both persons and vehicles not involved, directly or indirectly, in the terminal activities are forbidden to enter its area.
The admission to the terminal is allowed to:
- Employees;
- Third party's workmen engaged in loading, discharge, handling and transport of containers operations and/or different goods;
- Mooring men;
- Surveillance and fire service men;
- Dealers of the business field;
- Suppliers and contractors;
- Port Authority, Maritime Authority or Local Health Authority officers with surveillance and control tasks;
- Officers of authorities with institutional tasks operating within the port under the regulations in force.
In all the above mentioned cases, the entry of vehicles to the terminal is limited to the actual business needs.
The admission to the terminal may be allowed to other people, authorized by I.T.S.A from time to time, as well.
The admission authorization granted by I.T.S.A. does not entitle to the free circulation inside the port and least of all the terminal.

Entry of vehicles
You can enter the terminal through:
Main Gate.

Only vehicles for loading/discharging operations must use the square and the berths.
It will be Safety Department's responsibility to provide further possible directions.
The following subjects can enter through the square if driving company cars or if provided with the sign "Company car", released by I.T.S.A. or other ministerial authorizations:
- I.T.S.A. personnel;
- Maritime Authority;
- Port Authority;
- Carabineers;
- Police;
- Customs officers;
- Revenue Guard Corps;
- Maritime Health Authority;
- Veterinarians;
- Mooring men;
- Fire brigade;
- Labour inspectors;
- Phytopathologists;
- Local Health Authority personnel;
- Dockers;
- Watchmen.
The firms or persons not included in the above list who have to carry out operations implying the use of vehicles inside the operating area (ship's chandler, control/maintenance of fittings etc.) must ask the Safety Department for the authorization in advance by fax or e-mail.
Only ambulances and/or other vehicles duly provided with an authorization can use the emergency gate.

Pedestrian traffic within the operating area is limited to:
- Operating personnel of the Company;
- Personnel of the co-operatives providing mooring, surveillance and fire services;
- Authorities' officers having institutional tasks;
- Authorized personnel serving crews;
- Authorized dealers of the business field.
The firms or persons not included in the list above who need to enter the operating area must be authorized by the Safety Department or Company's management.
It will be Safety Department's responsibility to provide with further information, if they are deemed necessary.
Anybody visiting the Company's offices (Operations and/or Authorities Offices) must be authorized by the Safety's Department and interested Directions. Instead, anybody using own car, authorized by the Safety's Department must use the path indicated by the staff presented at the Entry Gate.
It is absolutely forbidden to cross the path of vehicles.
The crew of the ships at berth can pass through the gatehouse showing the watchmen the authorization granted by the Shipping Agency and authenticated by the Border Police. The above mentioned staff can walk only through promenades.
Anybody who needs to board must be identified by the watchmen who will get in touch with the Safety Department which will grant the pass.
Pedestrian traffic regulations within the terminal
Anybody who has been granted the pass must comply with the following regulations:
- Enter the terminal through the pedestrian way;
- Go only to the areas for which the pass has been granted;
- Wear the high visibility vest and/or helmet temporarily delivered from the gatehouse if it's necessary to enter to the operating area;
- Follow road markings and signs and, in case of need to leave the pedestrian paths, walk perpendicularly to them after making sure this action does not represent an impediment to possible operations in progress;
- Keep the right distance from vehicles or machinery in operation;
- Observe the prohibition to enter the stacking area if not accompanied by terminal staff;
- Promptly inform the Safety Department's notice any anomaly or possible danger;
- Do not pass under overhead cargo;
- Stay in the operating area only for the strictly necessary time to carry out operations for which the pass has been granted;
- Follow the instructions issued by the operations supervisors about the transit with respect to the operations in progress.

Anybody who has been granted the pass must comply with the following regulations:
- Follow road markings and signs;
- Comply with operating and organizational instructions;
- Give way to the operating vehicles, that is, in order:
- Lifting means
- Self-propelled-trucks
- Fifth wheel
- fork lift
- Company cars
- Trucks
- Do not manoeuvre compromising his own and other people's safety;
- Do not exceed 30 km/h speed limit;
- Observe the prohibition to enter the stacking area;
- Do not pass under overhead cargo;
- Stay in the operating area only for the strictly necessary time to carry out operations for which the pass has been granted;
- Follow the instructions issued by the operations supervisors about the transit with respect to the operations in progress;
- Bring promptly to the Safety Department's notice any anomaly or possible danger.
In order to guarantee the safe passage and circulation of vehicles within the terminal and make easier to localize the different areas, a leaflet has been prepared (including the plan of the terminal, instructions, useful phone numbers, general informative about risk), which must be delivered to anybody entering the area (under the Company's concession) for the first time. |
